In PBEM, if CP goes for France first and gets a French suurender, is it game over for TE? Regardless of when the surrender happens?

No not at all – I’ve seen the ET win plenty of games with France falling. If – for instance - Austria falls as well the Entente pretty much have it in the bag

I agree.

But either Austria has to fall or at least Russia and Italy has to be in strong positions to continue the fight.

That and/or the US entering the war in 1915 - have seen it happen
