Amphibious Transport Q

Just bought and really like this game so far. Especially the limited offensive system. Such a nice change from the standard (and unrealistic) 'move/attack with all your pieces till they are out of moves' system in most strategic war games.

I'm having a little trouble with amphibious moves as the TE. I have the bulk of the British Navy in the North Atlantic on Patrol. In addition, I have a transport in the NA on an amphibious mission. I show TE control of that sea region. However, when I click on one of the Brit units in a port that borders that sea region, I don't get 'amphibious move' as an option.

Can someone spell out the amphibious move rules for me a little more clearly than the manual or otherwise point out what I might be missing?

That should work.

But in the first turn the British can only amphib troops if a) the CP declared war on Belgium or 2) the TE declares war on the Ottomans. The Ottomans declare war in the November turn I think. After that you are free to go anyway.

OK, that totally makes sense now. That explains why the Brits can land in Belgium in the stickied AAR from JPFalcon. He declared war on Belgium but the CP AI did not in my game.
