Good catch.

Tama was planned to be a Kitakami "Torpedo Cruiser" - but IRL there were not enough mountings to do the job. In some scenarios - more time permitted implementing the plan. But the aircraft was removed. Transfer the plane to another ship. Numbers of ships have air capacity but not enough - or no - planes. This should be an issue in EOS family scenarios only (EOS, AIO, MAIO, EEO & EBO). I will fix it for some future update.
