Map Symbol Question.

I tried to find the answer in the manual, but cannot.

What is the meaning of the symbol with the picture of an airplane and the universal "not allowed" circle and slash superimposed on the airplane picture?
This symbol appears on the map for a moment during operations, and then disappears.

That is the symbol that indicates that there is enough bad weather in that hex to keep aircraft from flying in or our, but some missions do fly anyway. But, I think it is strike missions that are not allowed, air base attack, port attack, naval attack, ground attack, etc.

FYI - if you don't like symbol, hit the '4' key. Turns off the bad weather symbol on map.
