minor diplomacy anomaly

When I hove the pointer over 'exert pressure' I normally get a 'chance of success' indication. Seems like after being on the diplomacy screen for a while, looking at various countries, that chance of success just disappears.

Does it happends every time?
Does it appears when you exit and enter again into diplomacy screen?
