Equipment upgrade

Hello my name is Christian, I´m from Germany and I´m new in this forum.
When I play the cenario 1943 as a Russian I want to equip my tank regiments with the M3 Grant tank. The computer always switch back to T 34/43 for example. I activateted the option "Human equipment upgrade" control. It seems that the computer don´t like the M3 Grant.
For help I would be thankfull.
