Thanks for your creative work yet again. I would make a minor correction: the Tito HQ is a partisan HQ. That is, 2 partisans have to stack together in YUGO to build the unit. It does not automatically come out of the force pool when YUGO is aligned or attacked.
As such, it is very unlikely to ever play a role in the defense of YUGO.

as always, a very impressive bit of work you have accomplished. I haven't looked through some of the basic decision tree yet, but hope to.
I would like to discuss Zagreb defense 39+ F. It is similar to a defense I like, but not identical. I usually see Yugoslavia attacked by the Germans on impulse 3, or else aligned by the Axis later on. For the S/O 39 German attack, I like that defense, but with a change. I put the 4-3 north of Zagreb, both 3 factor units in Zagreb, and the CAV to the south. What I am trying to do is get the Germans to bring Hungary in to the war. With a Belgrade defense, the Germans can take out Yugoslavia without the Hungarians (the Rumanians are pretty much a given to prevent the Russians from taking Bessarabia). If Zagreb itself is too easy, they don't need the Hungarians either. So a strong defense to the north might encourage them to do this. I like the defense even though it gives up two hexes on Zagreb. What is nice is the two hexes are from the west & the east, so the Germans can either bring in help from Hungary or some Italians, but not both at once. And a two hex only attack will always generate some risk for the attacker. And thus I feel the strong defense to the north is a little better.

If Germany DoWs Yugo in S/O 1939, it's to align Rumania, which nullifies the threat of a USSR Bessarabia claim. The Rumanian units can all stack on the Yugoslav border. They could walk into an undefended Belgrade. They cannot, however, attack the city as it extends past their supply lines.
