Jap CVs don't launch torpedo bombers

I created a new scenario. The only changes to the Japanese ship OOB was to put them in order by type which they weren't in before.

Anyways now when I start my scenario the Japanese TF attacking Pearl Harbor doesn't launch any of the torpedo bombers - only fighters and dive bombers.

Does anybody know what may have happened? I based this scenario off one that did work and did launch torpedo bombers.

There's a hard-coded number list of slots that are carrier-capable.  Any chance that your Kates got moved out of the range (I don't know what it is).  Could be they're out of range, buy allowed to start on the CVs because it's scenario start.  But not launching because they're not actually carrier capable.
 
Just a guess.  Look upper left corner, are they marked as capable?

I figured out the problem.

I changed from the stock map to Andrew Brown's extended map and never thought to change to location of the Japanese carrier force. Once I moved it closer to Pearl Harbor they launched since they were now in range.
