Dot Hex Question

If a "dot" hex is not assigned any nationality would it be able to bombard (naval and air) that hex or would it be considered neutral and not be able to be attacked?

The best answer for a query of this sort is to test it.

Unless one has a thorugh understanding of why to violate them, honoring norms is good practice. I think the norm IS to assign a nationality - usually the nationality with sovereignty in the hex - or with actual control when the scenario begins (which isn't always the same thing). Further - I believe that bombardment of the same side hex is already an option - provided you pass code tests. I routinely send air or naval or ground bombardment orders re a location which has the enemy in it - even if it is mine - and IF the enemy is still present (has not left) the orders are honored. So I don't think assignment of nationality matters at all. But that is a guess - not a test report.

I'm not sure a hex can be designated with no nationality. 

As El Cid says, the nationality of the hex stays no matter who controls it.  So a Chinese base will always be Chinese, even if it is owned by the Japanese.  The flag icon is related to the nationality of the HQ the base is assigned to, not the nationality of the base.
