CV reaction: Escort vs. Air Combat TFs

I was reading an AAR (possibly Canoerebel's Forlorn Hopes, but I'm not sure), and I thought someone mentioned that CVs will never perform the 1-hex reaction if they're part of an Escort TF rather than an Air Combat TF. Is that true? And if so, is there any reason not to use an Escort TF if one seeks to avoid the one-hex reaction? Do CVs in Escort TFs launch attacks as frequently as effectively as CVs in Air Combat TFs?

Anyone? I'll try using an Escort TF in an AI game to test this. But I'd be curious whether anyone can confirm what I read in that AAR -- that Escort TFs perform as well as Air Combat TFs and don't do the 1-hex reaction.
