Home Island Supply Question

I have been unloading huge amounts of resources into Japan over the last month in my Forlorn Hopes Campaign and I am having all sorts of issues getting supply over 10,000 so my industry can repair and expand.

Through the Forum I know that Sasebo is useless for getting any supply to stay in it but I am concerned about Gumma. It moves up to 7,000 and then 8,000 and drops back to 5,000. It is driving me nuts. I've got four units, including a HQ, posted there.

Is there anything I am missing?

John,
get some transport planes there and you will should see a rise. I've found that quite an effective way to draw and hold supplies at a base. HQ's help, but LB and transports do the business IMO. Also if you have some spare AV sitting at Tokyo doing nothing send it there...

You could also try moving a command HQ into Gunma, e.g. Home Defense Force HQ may still be in Tokyo, only one hex away.  If the manual is correct, such a HQ will 'attempt' to stockpile an extra 25000 supplies at the base it occupies.  In my experience the 'attempt' can be pretty ineffectual, but some additional supply does seem to reach a command HQ's current base.

Thats all I ever send there is Home Defense HQ and all is well and fine.
