New Scenario RHSMEBO: Microupdated

This is scenario 68 - a very small variation of scenario 74 (EBO).
In other words this is an EOS family scenario which needs EOS plane art. [Ship art is always present - not all is used in every scenario].
Also in other words, this is a variation of the ultimate Japan enhansed scenario, of which there are three stages:

1) EOS and AIO and MAIO all assume history unaltered until mobilization in July, 1941 - at which point better planning (and more joint planning) and production orders start happening;

2) EEO assumes planning for the war began about 31 Dec 1936 - after Gen Sugiama (IJA Chief of Staff) concluded that the war with China was going to lead to problems with the Allies - at some point causing an embargo of oil if not a war per se;

3) EBO (and now MEBO) assumes there was no London Naval Treaty - and all naval construction programs affected by that were changed - in a sort of mini-naval arms race - from 31 Dec 1932. It also assumes similar events to EEO in terms of planning by Japan from 1936 - but more cooperation between the Allies as well.

MEBO is simply a variation to create a stronger early Allied position without adding anything: we simply have a policy decision to form up and send two carrier task forces to Australia - which decision is overtaken by events when the war begins.

One task force contains Enterprise and Lexington - with all the same ships and air groups from all scenarios - three days sailing out of PH - en route to Sydney.

The other task force contains Yorktown and Saratoga - with a number of escorts taken from ports - and a Neosho class oiler - starting at Panama - also en route to Sydney.

Finally - Neosho herself is at Jarvis Island - bound for the same waypoint as Enterprise group - to insure it can reach Sydney. Although usually ships cannot start at sea with loaded cargo - I managed to get Neosho at sea with a full load of fuel.

This was uploaded to the primary distribution list and will probably appear at the primary and secondary RHS posting sites in due course.

This update fixes a problem with USS Saratoga and USS Yorktown - which won't appear.

It adds engineers to Chinese War Area HQ - delays Y Force (Yunnan Force) until after the Japanese invasion of Burma (which is why it was created) - and changes Stillwell's HQ into a smaller, more motorized unit.

It adds planning for a number of Chinese and Russian units.

It is ONLY the location file, the ship file and the comment file with version number and goes on top of 7.955
