assign HQ's control by the computer ?

Will you still be able to assign HQ's control by the computer like in the original? And operational control with a target.

Will there be a way to play in a narrower context. For example, if I want to play as the North Pacific commander, can I place all other HQ's on computer control and focus on that one area?
