Finland setup AI

Finland Forces
5-4 INF, 6-3 INF, 5-2-3 HQI, 2-4 SKI DIV, RES 4-3 MIL, 1 LND2, 1 CA, 3 CP
6-5 MOT 1940, 1 FTR2 1940, 2-4 SKI DIV 1941, 7-6 MEC 1942

Finland has four basic setups:

* Capital defence: Is just as the name suggests a setup where the Finnish
land units are setup to defend Helsinki.

* Invasion defence: Is just as the name suggests a setup where the Finnish
land units are setup along the Finnish cost to defend against invasion from the sea.

* Border defence: Is just as the name suggests a setup where the Finnish
land units are setup to defend the border between the USSR and Finland.

* Plan to attack USSR defence: Finnish forces are deployed on the border to USSR in order to be ready for a future attack on USSR. Two variants of the defence: one with Finland controlling the borderlands, one without.

Finland has two extreme setups:

* Plan to attack Norway defence: Finnish forces are deployed on the border to Norway in order to be ready for a future attack on Norway. Useful when Norway is not yet conquered or conquered by the Western allies and the USSR has demanded the Finnish border land and the German player has agreed.

* Plan to attack Sweden defence: Finnish forces are deployed on the border to Sweden in order to be ready for a future attack on Sweden. Useful when Sweden is not yet conquered or conquered by the Western allies and the USSR has demanded the Finnish border land and the German player has agreed

Declaration of war
Given a USSR/Western allies declaration of war and GE control of Finland OR an alignment by the GE OR a GE/IT declaration of war and USSR/Western allies control of Finland. The suggested reasoning for the AI could be as below.

* Threat of enemy land units entering Finland from Norway
* Threat of enemy land units entering Finland from USSR
