Raider reduction of Union Free Trade

Is design intent that every Union ship sunk by raiders will cause a 1 point reduction in the Union Free Trade receipt at each Union port?

I am occasionally seeing the Free Trade reduction per port being one less than the number of sunk ships i.e. raiders sink 5 ships, Free Trade reduction at each port is 4.

Yes, either that, or every Confederate raider that is not sunk or chased by a cruiser reduced the free trade by 1. I can't remember which one it is. I'm not sure though how in either case you could end up with one less free trade reduction than ships sunk though. It may be that Gary has a chance of reducing free trade by 1 for each ship that is not chased or sunk by a cruiser.
