Entente wont surender, or at least France wont.

Its mid 1918 in my current game, took Paris in 1917 and I own about 75% of France atm, ive pushed a bit into Russia trying for the Create Poland option, and just made landings in Britain before game crashed.

Question I have is why wont France surrender? Oddly enough ive recieved messages that france, england and russia at one time or another surrendered. But they keep fighting, and dont actually surrender.

Also the tech seems messed up, the orignal techs is all I get, and the %'s never change.
