Entering conquered country

What are the normal rules concerning conquered country.

Serbia and Russia have surrendered to the CP. After the CP player (my opponent) entered the conquered country (the part that is should be the other country not the annexed part). Is it normal? Is it an abuse because we have not upgraded our game yet? Will he get the ressources if he can get there?

I recommend upgrading your game which will solve this.

It used to be so that you had to convert hexes even after surrender.

But yes the conquerer gets full control over the resources which will count as an integrated part of your economy in the case of Russia and Austria.

I believe you don't answer my question, you seem to refer to the territories actually given by the peace treaty. I was speaking of german unit antering national Russian or serbian territories after their surrendered. Territory that are still Russian or still Serbian.

Well, if you need to use a house rule, there should be no restriction for the CP player enetring a conquered Serbia. There was no "rump" Serbian state, it was under Austrian occupation, I believe.

Does anyone know how far into Russia the Treaty of Brest-Litovsk set the boundary line in 1917?

I will admit to not having the latest patch, so I don't know if it has changed, but it used to be that CP forces could enter the Serbian rump state, but not Italy or Russia.

Ottoman Empire are surrender. British are in Constantinople and the german army are around. What is the normal rule? is OE open fire territory or should all unit be send outside?

Some countries when conquered, such as Russia and France, have new borders drawn and their remaining territory cannot be moved into.  Others, such as Serbia, the Ottomans, are still considered to be "in play" meaning their territory can be entered by both sides.

Unfortunately the rules on this have not always been consistent.  Changes were made over the last 18 months that affected some of the countries.  Sorry for the confusion.

Though a consistent rule summary on this topic would be nice.
 
A bug in our version (we have not upgrade) prevent us from turning prevented me from exploiting this possibility :( (the turkish flag were turned german and now I cannot turn them back to british or turkish, I guess that has been solved, so don't bother too much).

Right, one of those : "if Country A surrenders to Country B and Country A territory now reverts to Country B control but Country C has units in Country A, can the Country C forces continue to move in Country A or are they now out of supply" problems. I think all these issues have now been pointed out and corrected but that doesn't help with older versions unfortunately.

And for us, we will soon patch (we are in october 1918 and the entente is closing on Vienna).
