Port Attacks (Docked ships versus Anchored Ships)

When I do a port attack, it seems I can hit ships that are anchored but not ships that are docked. Is it true that a port attack will target anchored ships but will not target docked task forces? To attack a task force that is docked, do I have to do a naval attack instead of a port attack?
