Cannot activate Italy in Pbem!

In pbem game against Balto, am not able to activate Italy with the F1 screen, what wrong.When I go activate Italy to human, after german turn, it says send\data\pbem\Etienne-Balto directory to player 0 (players that control Italy)I should be able to control Italy after Germany turn.

We also had this problem when Edelwiess75 tried bringing Romania into human also.  Then I had a problem bringing Portugal in.., so this problem popped up on all the F1 things.

Gentlemen,
 
I will offer my services to repair your game.  If Edelwiess75 (player1) will please send me his fileset and repo.dat, and balto (player2) will send me his repo.dat I will do the best I can.  Edelwiess75 may not get Italy for the "current" turn, but I will try.
 
I have repaired multiple "F1" errors in Gary's and my PBEM, and think I can repair yours.  If you wish me to try, please send me the files indicated above :
 
Player1 : fileset as passed normally to player2, and repo.dat.
Player2 : repo.dat.
 
I will return a single file "countries.csv" to player1, who should then either get to play Italy in the current turn, or, if not, then in subsequent turns.

I just wanted to remind you that this F1 feature is made for testing purposes and is not fully supported.
However thanks to the contribution of such nice people as cpdeyoung it can be repaired from time to time.
