I had a few questions about WPO before I buy:

1. How are resources handled? I heard that ships can still move (slowly) even if they run out of fuel. If that is true, is there any other penalty for being out of fuel?

2. Can you build battleships/carriers/destroyers/ect. anytime you want, or do they arrive at fixed times? If you can build them whenever, what kind of resources do they take to build?

1. Ships still can move (one hex per phase) without fuel/coal. It means, that are slow, cannot fight very well and are more damaged from sea ...
2. You cannot build ships ... building of ships is predefined by scenario, variable is only time of arrival (max +-60 days if remember well)

Very, very unlikely. Once I sent Filipino gunboats from Manila to Pearl Harbor... and they made it.
