Please explain AAW range rings

One of things I really hate is when at game start my [USN] units launching Tomahawks at hostile [red coloured] enemy land based units. These launches are automated and ruining imho the game fun, especially when the player has other plans with these missiles. This is just 1 example.
I do not believe that I have ever seen this instance occur. The TLAM should not be firing (even in H3) if the unit is on Plotted or Unassigned. The TLAM may fire if the unit is on any other Mission. AFAIK, the Weapons Tight/Free status is irrelevant in either ANW or H3. TLAM simply do not fire on their own unless assigned to a mission.

If you have an example or scenario where you have seen them firing, please specify which one.
