What does "Unable to command unit, you need (1 or 2) orders" mean?

What does "Unable to command unit, you need (1 or 2) orders" mean?

I'd deployed my tanks on a road to advance westerly on my opening turn. Some tanks moved westward fine. Some displayed "Unable to command unit, you need (1 or 2) orders".....but the tank would move easterly....just not the direction I wanted it to go. Since it's my opening move, there is no suppression going on. ???

My guess is you have Command and Control option on. The number of actions a platoon of tanks can take is limited by the CC capability of its Platoon leader.
