Foraging Problem

A French Corps, under Turkish Control, is moving from Ochakov through Crimea to Taganrog. It's May, and every territory moved through was a 3, yet the forage roll was against a target of 2. The forage roll is the 9th line down on the log file. Die roll was a 4 and the corps lost 2 factors.

Every Russia player probably thinks this is wonderful. [:)]
