minor corps can't place depots

I don't think this is new to 1.05.05 (I thought I saw it before, but wasn't sure), but I have confirmed it with the new patch: a minor corps cannot place a depot to extend a chain. This is not an intentional change, is it?

I have a savefile if needed.

I think  it depends on the minor as I have been able to place depots in a chain with minors but have seen this where some couldn't.  I do not have a list and have not tried to isolate yet which minors can and can not but I have noticed both instances.

That could be. I've also noticed that if I have a stack of corps, some minor, some not, I can click on a minor corps and build a depot with it, even if the same minor corps is not allowed to build a depot by itself. In this case, the game is presumably "crediting" the major corps present although they're not the corps selected. But I think you're right that some minor corps can build depots by themselves; I'll have to check this systematically. Naples and Holland are the ones I've noticed trouble with for sure.
