Major modding request

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

A long standing problem I've had with the game is the very limited functioning of the build restrict command located in the baseline.txt file. The problem with it is that it restricts things by nation rather than by region. It works fine when its used for 1 region nations like Rumania, but completely fails to be useful for nations composed of more than 1 region like the US. For instance, what I've always wanted to do for Uncommon Valor was limit the west coast of the US to only building light fleets or less. Currently nothing prevents a player from building CV and BB on the west coast other than creating a delay in production there which was the only solution I could think of and then shared with Brian a long while back. Currently you see this as 2 factories in production on the west coast sucking up the production there until they finish. Brian and I had a discussion about this 2 years ago. Since then, Brian has made a lot of modding changes but never revisited this problem. So here I am again pitching this to see if I can get it added.

Obviously nothing new is for the upcoming release. It is delayed enough as it is, for which I should apologise.

I can see some appeal to this, but I'd have to put it to the folks out there ... something you want to see?
