timlib.dll missing

I can't get Harpoon ANW to work. Evidently timlib.dll is missing. Anyway
I can get it?

I also have this problem. I previously had version 3.7 installed (on Windows XP), which worked fine, but I now receive an error message regarding missing timlib.dll following installation of the v3.9.4 update.
