Can you prevent feudal levies?

This sequel to the award-winning Crown of Glory takes Napoleonic Grand Strategy to a whole new level. This represents a complete overhaul of the original release, including countless improvements and innovations ranging from detailed Naval combat and brigade-level Land combat to an improved AI, unit upgrades, a more detailed Strategic Map and a new simplified Economy option. More historical AND more fun than the original!

In Simple economy, no.  In advanced, I think you can change your feudal level to a point where you get very few but each change in feudal level has some significant national morale penalties (albeit temporary).

Be careful adjusting the feudal slider.
The hit to national morale is significant and unless you''re on a winning streak on the battlefield or producing loads of textiles that loss can be hard to regain.
And there are also some other downsides - less feudal income of course and fewer draftees in the spring (which you apparently won't miss...).
But the boost it gives to merchant income cn be worth it - if you have a merchant-dependant economy.
If you just want to avoit surplus units its not worth adjusting the feudal slider. The consequences are just too dramatic.

Dropping your military readiness below 100% stops the feudal levy.
