When do you get staff?

When do you get staff?

In my oppinion staff in hq is the most single handed strongest and most vital concept to have right as it is such a bonus for the rest of your land forces. Do you usually try to get staff early in a battle so they can get bonus xp from training that again will give all your other troops more fighting ability, or do you think its more vital to have more early rifle or other land capturing units?

I allways make sure my staff is 100% or higher as I build my armies so that you get the bonus.

Uhm, IMO in random games I just go for fast horse or armoured car units so that they can do some recon and take some cities, so emphasize on fighting units. Only when I expect to have my first battles, or a few turns before I expect them, then I try to go for 100% HQ's. If possible I try to have them at 110% or so, just so that I can make another HQ on the spot if the need arises.

same here, fights without HQ/Staff-support against a well organized opponent can end in a disaster.
