Attitude Impact in PBEM?

Attitude Impact in PBEM?

If a nation is controlled by a player in PBEM, what kind of an impact does a nation's attitude have then? Is it a useless piece of information when a nation is controlled by a player? Or does it still go into calculating anything? Is it worth sending a diplomat to their country to raise their attitude towards you?

Diplomats are good to help control minor in PBEM.

I take it you mean a non-playable nation? Yes, attitude is still important.

I do understand that the attitude of a non-player nation is still very important (for instance a fully independent Baden), but what about the mathematical attitude of a nation like Austria which is being run by a human player? If it is PBEM and I am France, is it worth "charming" Austria with my diplomats if I can't make any headway with the player himself?
