was wondering how does one determine what the map scale will be. Say for a map with 15-30 mile hexes?

so no one who makes maps has any ideas what the map scale is or how this is determined.

I'd say it's tied in with the timescale, AP and the movement cost per terrain type. Unless you're doing something really out of the ordinary realm of WWII era vehicles and walking troops.

Map scale is pretty variable - But usually you can relate turn duration map scale and movement rate over clear terrain to come up with a map scale.

Bombur mod uses a 75km hex to calculate aircraft and artillery ranges....
