Empire Flipping and Flopping...

I have started to notice that "Empire Flipping" is not such a rare occurrance in CoG:EE.

According to the rules, a player needs 20 "empire points" to declare himself an Empire.

When he falls under 20 points, he loses his empire status.

This means that if a power is hovering around 19-21 points, that Empire status can come and go every two or three turns. And this is a relatively funny process.

I would recommend that players gain Empire status when they rise to 21 and lose empire status when they fall to 18 points. Or even better, gain on 21 and lose on 17.

This would prevent some of the funny Empire flipping I have seen.
