Perhaps I missed it in the manual or don't understand but as France, I've had England surrender 3 times to me and I've never been able to get them to cede ANY provinces to me of the British isles, Ireland, Norway or Gibralter. I've never been able to get England to Liberate any of thos provinces either (I understand about the main Island but Norway and Ireland should be able to get liberated.)
What is the deal? Surrender means Surrender and ANY provinces of other major powers are cede-able (Except capitol province).

Since you are not adjacent to any of the provinces in the Brittish Isle you cannot have them ceded.  Only singe province Islands can be cede (like Malta, Crete, Cyprus)
 
The only way to take the Brits is by Total War.

Dude, yes I thought of that but I've been adjacent to Norway and Gibralter and I can't get them either.

Forgive me, How does one declare Total war again and what effect will that have on a future Brit surrender?

You cannot demand PROTECTORATE provinces to be handed over, those can only be liberated in a treaty. And you need to have a province next to the province you want to take over (not protectorate I think, although not sure on that as I never bother with protectorates anyway) .(might be the issue with not getting provinces?)

To declare total war, right click on a province within the nation you want to go to war with, and you'll see the nations name with an arrow behind it (standard windows form), the pop out menu will allow a few choices, amongst them, total war.

Total war lasts untill you have conquered ALL enemy provinces, and there is no peace settlement. If a nation looses all its provinces in a total war, you will get the message "nation A lost to nation B in a total war". After the war has ended you keep all occupied provinces, effectively knocking the other nation out of the game. (Although for some strange reason the conquered nation still has its armies and fleets wandering around...)

So one does not click on the diplomatic options button in the province description when you select a province but there is a pop-out menu based on a right click - I shall conquer now!

BTW, you don't need an adjacent province to make a liberation demand in a treaty, all the light shaded possibilities show when you select that clause on the map. You DO need an adjacent province to cede and only dark shaded possibilities will show on the map.

My only gripe is that when I demand liberation of a conquered protectorate province, it reverts to neutral and I must decalre war to get it back.

But that was my point, I was adjacent to norway/gibralter and could not select them for liberation or cede! Never mind - total war awits.....

I'm surprised you can't get Gibraltar... were you playing Spain?  You have to have Seville as your territory first since it's the only one adjacent to Gibraltar.

No, I was France and took most of Spain save Madrid. Like a big yellow eye in a sea of blue - so pretty!

Perhaps I goofed. Have you ever gotten Norway or gibralter? In one game I had Norway half controlled but the damn Swedes moved in as the second city surrendered and they got it! Sneaky bastards - I seige and they move in and take it!? They were not at war with me but were with England.
