To whom the base goes?

I am just wondering about to whom captured base go.
There are two parameters:
1. Command (SWPAC, SOPAC, CENPAC, NORPAC or Southern Exp. Army, China Exp. Army, ...)
2. There is also saying about if it is "Primary airfield" or "Navy Base" or "Army base"

To whom the base go when captured when you have a mixed Army, Navy or USMC stack?
1. Lowest ID (first unit in stack)
2. Lowest ID for unit with AV (first combat unit in stack)
3. Highest AV unit
4. Majority of AV in hex
5. if port > 0 then Navy, else Army
6. random
7. about 150 dwarfs hold a council and decide to what branch they go

I think it is precoded. I have had Brit units take a base and have it go to a US command

I've taken Chinese bases with Southern Area Army units before and it still ended up assigned to China Expeditionary. I'm my PBEM games I usually end up spending the PPs to change it to the correct HQ (that being Southern Area in my case).
