Just a quick post and thought.

Currently reading "The War for All the Oceans" by Adkins. A great read.

However, again and again and again, Adkins mentions the fact around April 4 of 1801 (during Nelson's attempt to knock the Danish out of the League of Armed Neutrality, which consisted of Sweden, Russia, and Denmark) that the Russian fleet was iced in. Nelson's greatest strategic concern was that the Russian fleet would be freed up and could assist the Danes and as a result he worked very hard to force the conflict before this occurred.

It seems that in the northern and eastern Baltic ports that between November and April that fleets should be locked in port and movement into and out of these regions should be blocked.

I do know that in CoG:EE when it is snowing in a sea region that movement is serverly hindered. But that applies in the open Atlantic as well as the Baltic. It seems that a snow storm wouldn't exactly slow movement to 30% of what it is normally for a fleet.

In a lot of other games this is the case that the northern Baltic areas are frozen.  I honestly hadn't payed attention in COGEE since I've not done any operations up there yet.
