If the LCUs experience is below its training limit (50 or 25 currently, depending on nationality), and it is activated, it trains one point.

But if the LCU is _not_ activated, it trains one point only with a 50% chance.

THAT explains it! I was wondering why some of my units seemed to train so slowly. One more advantage for the Japanese in the early game: they have lots more PP's to activate units than the Allies do.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?

I only activate units for combat/shipping
I recall in one of the versions 2.+ games, ALL allied units(inactive, too) had a limit of 50 (it was great watching Medan DUT troops getting up to 50 experience!); in version 3.0 the Dutch seem to be stuck at 35, while Filipinos and Chinese are stuck at 25. I'm also noticing Indian BDES don't get up to 50, but rather stop at 40.

i'd likee to see that in the README, please
