movement circles

can someone please explain the movement radius circles to me? I have seen examples where ships move half what they are supposed to, and twice as much. One ML group moved an extra dozen hexes or so and got smashed. My other favorite is where a bombardment group can start off G-G, move down and hit PM, and then get out of range. All fine and good, but that is about twice as far as it says it is supposed to be able to go.

The movement circle is the distance per phase...you have a night phase and a day phase.

The green on is for cruise speed and the yellow one for max speed. And only count the hexes to the west or south. In the other directions the circle can not show the correct distance in hexes.
