Not Involved in Battle issue

There used to be a suggestion about how to "combine" movement of allied nations,
changing the allys move-phase to be just after his ally.
Though there was still the issue about "battles" having to wait till "all" combined-moving allies had done their land/naval move.
Like who decides order etc when not all battles involve "all-allies".
