This might have been covered before if so sorry, When you delcare war against any country minor or major are there combat troops already set up or does the declaration of war cause the setup. Lets say in the board game the Axis player declares war against Denmark, prior to the declaration does the Axis player see any troops there, after the declaration does the Allied player then place units of Denmark where he likes. In the computer version I would imagine you dont see any troops until after you declare war and then the computer will place the troops, is this correct or incorrect?

after the declaration of war the major power that align the minor ... setup all the minors unit where he likes ... accorting to the rules ...

You don't know where the minor country's units are before you DoW it.
