requirements to build artillery?

Isnt Bursa in my screenshot a level 2 barracks and working on level 4 factory?  Still cant build artillery.  Or am I wrong.

The whole split between level and number of dots is irritating in the first place. A province with no factory dots should be level 0 not level 1.  JMO.

I've always assumed no dots = level 0 in the development. 1 dot = level 1. The values I typed into the config files were

Start.txt file values for Martial:
1 = 1 dot for Barracks
2 = 2 dots for Barracks
3 = 3 dots for Barracks

For factories (I forget the column name )
3 = 3 dots for Factory

So I don't know why you say there's a difference between level and number of dots. What I've seen in the Start.txt file matches the number of dots.

One dot is 1 level.  No dots means that there is no development yet.  So, if you don't see two dots in barracks, you can't build arty.  Mus is incorrect.

Im talking about the in game tooltips. Theres basically no such thing as a level zero development. No dots= level 1 according to the tooltips.

Actually Im not. Check out the tooltip in this screenshot. One dot is called "Barracks Level 2" by the game. I agree it SHOULD be called Barracks Level 1 if its the number of dots rather than the "level" that fulfill the requirement, but this is another case of the manual saying one thing and the tooltips saying another. Actually barracks arent discussed anywhere as a requirement to build artillery in the manual but thats a seperate issue.

I think the tool tip is telling you what you will have, if you build, it is a help for building, not a help for what you have

can be confusing though (I had the same question back in CoG)

Ok, thanks, thats the only way it makes sense I guess.

How difficult would it be to edit the tool tips to reflect the actual requirements for artillery? In the grand scheme of things its not that big of a deal but ideally the tooltip when you moused over a provineces level 1 Barracks would say "Barracks Level 1" and then have a line saying "Cost to develop Level 2" above the costs for development.

I would agree with Mus that it should show as a level 1 Barrackes in the above since there's only one dot... but the numbers at the bottom should say "Cost for upgrade" or something like that.

I think the dots represent what you have or, if one is being developed, what you will have. Part of the rational here is (maybe[;)]) that when you select to build a factory (or whatever) the window tells you what the benefits(and level)are to the new development-not what you currently have. If the window showed what you currently have; that would be confusing also-and leave a big question as to what you were going to get.
