airports over 100%

Another saved game of mine shows an airfield at Tulagi at 256% complete. Again, as with Lea Lea it is going from 0 to 1 on a base with 0 capacity for an airfield. In contrast, other overbuilt bases appear to be behaving normally, although I can't be sure until the next levels actually build. Thus, building from 2 to 3 (San Cristobal)on a level 0 port, from 8 to 9 on a level 8 port (Noumea), (and several other examples) are all giving values not far off from my expectations.
In contrast, in Lea Lea and Tulagi, I thought my airfields were overdue, even at the penalty rates. Are you confirming that airfields can be built at all bases, even the 0 rated ones? If so, does the % in this case have to reach 1000% to construct, representing the penalty?
Is anyone building a port at a beach/base with a rating of 0? If so what do your percentages look like?
BTW I had assumed that where one had an airfield with a natural limit of 1, going from 1 to 2, or 3 to 4 ran into the same need to overbuild by a factor of 10 as from 0 to 1 for a beach with a limit of 0. Is that correct?
Erik - are you sure I shouldn't see what happens when Lea Lea reaches 1000% as suggested by Joel Billings?

Go ahead and let it hit 1000% out of curiosity, given that you've gotten so close. I'll be doing the same in some additional testing today to find out exactly what the indicator is doing in these cases.

Eric - I accerlerated the game to week turns. Lea Lea built its Level 1 airfield when it passed 1000%. It did not go from 1 to 2 after passing 100%. San Cristobal, in contrast, which has a 0 port rating went from 2 to 3 at 100% and obediently stopped construction.
I haven't thoroughly checked it out but it appears that a 1 rated airfield location goes to 2, 3, or 4 at 100%, but a 0 rated location needs 1000% to go to 1 or 2. 0 rated ports I think operate differently.

Noumea also went from 8 port to 9 when it passed 100%.

I just bought UV and installed the 1.2 patch. Can someone confirm that I don't need to install the earlier patches? Thanks

No, the patches are supposed to be cumulative. So you should install 1.10, then 1.11, then 1.20. They said they plan to do one big roll-up patch when they get to a point where they think they are done patching the major stuff. You can uninstall the 1.20 patch with Add/remove programs.
