How do i build camps so that i can Reinforce Depleted Brigades?

Ok im playing as the south and i dont seem to have any camps in any of my cities so i cant reinforce brigades once they get depleted. I aslo cant figure out how to build any camps...help please...(i have even started a game as the north and i dont have any either)

Are you playing the "Basic" game? If so, there are no camps -- those are an advanced feature -- and a fixed level of replacement troops are produced each turn.

If you have some depleted brigades you might try taking some garrison units from areas where they aren't needed, putting them in the same division container as those brigades, and then disbanding them the following turn (after making sure they got there!), which will spread the troops in those garrison units around.

What does the "reinforce to.." button for cities do specifically?

Every city can hold units. I take it you're referring to a city that doesn't already have units? If so, then feel free to send them on in...

Sorry let me rephrase that question. You said that "reinforce to" sends a brigade to a city to become part of its garrison. Well, what if there is no brigade to send? Is it just like setting a rally point? Do units produced in a city automatically go to the designated "reinforce to" city?

Also, how do camps work? Do they automatically distribute replacements among brigades that need them?

Oh, I see. Cities have a "reinforce to" button of their own? If so, I have no recollection of what that does. (I haven't played in a while.) Does anyone else know about this?

Units produced in a city will simply stand around in the province outside the city unless you send them somewhere.

Camps automatically distribute replacement troops semi-randomly, with the supply setting of the army/corps/division dictating where they go. What I mean is, if there is one badly depleted division and you put it on high supply and all the others are at a lower supply setting it will suck up the replacement troops. (You can see where troops have gone each turn using the "Supply" report tab.)
