simple economy - loans

I am not sure who exactly is loaning money to me when i use the economy screen to set up the loan, but ignoring that question for a moment, i've encountered two issues in a simple economy game with loans:

1.) repaying a loan in full will result in a negative balance. this is exactly opposite of what i expected, as i figured that i would have either a zero balance or a small positive balance reflecting interest for the month of the payoff. for example, with a loan balance of $400, a payment of $400 resulted in a -$11 balance.

2.) you can repay a loan even if you don't have the money to do so. you go through one turn's worth of insufficient funds, with the expected impact to your ships and units, but then emerge on the next turn with the loan paid off (again, with a negative balance).

note that you can take a subsequent loan for the exact amount of the negative balance to clear the negative balance, but i did not note if you actually get the money to spend - hopefully not...

I think negative balances in this case are intended.  I'll try to duplicate the results based on your description.
