AK's will not leave Osaka

I have a problem where I can't get AKs to leave Osaka. I've tried to send them empty full, and on cargo, transport, or whatever I can think of and they will not leave. My tankers and warships do fine, just the stinking AKs are a problem.

Any ideas? Thanks

As Damian said, the screen shot will help.  Given that you can move tankers, I have to assume you understand the basic mechanics.  There is no reason in the game for the AKs in Osaka to refuse to move, so we need that screen shot to see if we can figure out what is happening.
