Limits on number of upgrades?

This sequel to the award-winning Crown of Glory takes Napoleonic Grand Strategy to a whole new level. Limits on number of upgrades?

Is there a limit on the number of upgrades you can get for your army/navy? Let's say you have level 10 barracks in 100 provinces, and all the experience and money requirements satisfied. Is it possible to purchase every single upgrade? I think there was such a limit in COG.

In COG, experience was not accumulated, so there was a natural limit.  For EE, there is no natural limit -- as experience can accumulate from barracks as well as battles.

my game that just ended in 1815, i still have upgrades I could buy, so I never got all of them
