Unit upgrade bug or ?

In one of our PBEM games I have been trying to upgrade one of my infantry units. It deducts the cost of the upgrade from my land experience, the upgrade appears on the unit and then next turn the upgrade isnt there and my land experience has been refunded.

Is this a bug or am I missing something like units shouldnt be upgraded at the end of a move or something Im doing thats causing it to not apply the upgrade?

PS I think the first couple times I tried to upgrade it was at the end of a movement order. So if the movement order failed to complete maybe it didnt go on to the next step and purchase the upgrade. However, last time I dont think I was moving that unit that turn, so the fact it didnt upgrade doesnt make any sense to me. I purchased again this turn and know its not moving, so will see if it goes through this time or if it fails to "stick" once again.

Strange.  Is the unit in enemy territory at all?  Does it happen for one particular upgrade or all of them?

Unit isnt in enemy territory. I wouldnt know if it is one particular upgrade or all of them. I only want this particular upgrade and its PBEM so I cant test and reload.

I will get back to this thread next turn (unit isnt moving at all this turn, all its ordered to do is purchase the upgrade, previous turns it was told to move and maybe never purchased the upgrades because of the movement order?) if it doesnt stick on the third try.
