Windows handles problem.  Windows can only manage so many bits of graphics and other items at one time.  If you run out, the game does that.  Sometimes it happens when a program has crashed.  It can also happen when you Ctrl-Tab out of the game and return.

Restarting the game sometimes fixes it.  It almost always gets fixed by rebooting the computer.
