Civil Disorder means you *can't* surrender !

Spain is in civil disorder. When trying to end the turn the prompt appears "Madrid has fallen to France so you must sue France for peace !"

Clicking the surrender button gives the prompt "You are in civil disorder and must all nations that you are at war with!" (sic)

This then allows the turn to be ended, however no surrender is made.
