Moving a LAn Unit out of a contested hex

Dear,

I have problems in moving a certain unit.

I have surrounded an enemy city. i own ALL hexes around it. there are no enemy units in any of the surrounding hexes.
The city hex itself is owned by the enemy and i have myself several divisional units there. these two stack of units are bombarding eachother every turn.
I would like now to move one of my units out of the contested hex again, into a hex which i fully control (no enemy units there).

I can give the order, but each time, the next turn, the order seems to have been cancelled, and the unit remains in the original contested hex.

My question: is there a certain rules that if the enemy carries out a bombardment on a unit, all movement units are cancelled or so?

GAME

The game engine is working as designed (WAD). To escape the hex, you have to choose a friendly in-range base as your destination.
