Two more bugs/game deviation

1. In 1.05 game can still hang due to pursuit losses exceeding current factors. Has this been corrected in 1.06?

2. France (but I also suspect Prussia) can create the Confederation of the Rhine without dissolving the
Holy Roman Empire. Indeed I suspect there is no C.8 or C.9 peace condition in EIANW. It is a pity
sine it was a nice political touch. Original rule:

11.5.1.3: In order for France or Prussia to create the Confederation of the Rhine, at least one major power must have applied peace condition C.8 against Austria land not had this cancelled by Austria using peace condition C. 9 against them.

The casualty issue should be fixed up in 1.06.01 IF we're talking the same issue???
The Surrender is rather difficult to implement in this surrender system. I will look at this later.
