1.12 No Longer Starts in Windowed Mode

For some reason, the game will no longer launch in windowed mode. I tried altering the "windowed mode" setting to 1 in both the file in the docs folder and in the game folder itself. But still nothing. I know I can change it in the options everytime I launch but it's just annoying when it used to work okay before. Is there a fix that I'm missing? Thanks.
